CM/ECF System

What are the hardware/software requirements for participating in ECF?
Answer:
bullet point marker Windows based petition or word processing software.
bullet point marker Browsers Certified for Use: Internet Explorer 7 and 8, Firefox 3.5 and 3.6. (Other browsers may still work, but have not been certified.)
bullet point marker Software to create a pdf file:
bullet point marker PDF Writer Software such as Adobe Acrobat, FinePrint or PDF 995.
bullet point marker ~Note: We believe that Acrobat will work with all known petition software. If you decide on FinePrint or PDF 995, you should consult your petition software vendor to ensure compatibility.
bullet point marker Adobe Acrobat Reader or other PDF Reader software, most readers are free.
bullet point marker Computer capable of running the software mentioned above.

How do I login into ECF?
Answer:

I print an image from ECF, the right edge gets cut off?
Answer:
bullet point marker Click on the print icon.
bullet point marker Click on "Shrink to Fit" box on the printer setup screen. Once you change this setting, it should stay that way for all PDF documents.

I'm trying to file an event and it tells me that this transaction has already been posted, but I look on the docket and it's not there.
Answer: Probably what has happened is that you filed a document for a case, and then clicked on the Netscape's "Back" button a few time to get to a point where you could enter another case number and then filed another document.

By clicking on the "Back" button, instead of clicking on "Bankruptcy" on the ECF main menu, you're keeping the information for the last case you filed in. As long as you click on the ECF menu item instead of clicking on the "Back" button, you'll be fine

~Note: Only use the "Back" button to correct a mistake on an event (document) you're in the process of filing not to change cases.

Why am I getting an invalid user code or password message when I enter the correct password?
Answer: Some common problems are that both the user code and password should be all lower case. If that looks good, check the location of the website in the location window of Netscape or Explorer. Use the "live" login and password for the live database and the "training" login and password for the training database.

~Note: "Live" login and passwords are issued to CM/ECF certified attorneys. "Training" login and passwords are issued during training for Novice, Advance or Claims.

Why do I get a second login screen after I've already logged in ECF?
Answer: This is the Pacer login screen that you get whenever you request a report or document from a case. The first time you login, click on the box that says "Make this my default login" and you shouldn't have to login repeatedly.

Why do I get the Site Certification pages?
Answer: The first time you go into the ECF site, you'll get a series of Site Certificate pages, letting you know that the Court is encrypting the data while you're signed on to ECF. On the third screen, you'll have the opportunity to check a box that says "Accept this certificate forever" - if you check this box these screens will not come up again. Simply click on "Next", "Finish" and finally "Continue" on the last screen.

~Note: You will always get the final screen to notify you of the Certificate, click on "Continue" to proceed.

Adobe Acrobat

Do I have Adobe Acrobat Writer/Distiller?
Answer: To check if you have the Writer or Distiller follow the steps below:
bullet point marker Click on the "Start" button (lower left corner of computer screen.)
bullet point marker Click on "Settings" from the menu.
bullet point marker Click on "Printers" from the menu.
bullet point marker Locate Acrobat PDF Writer or Acrobat Distiller.
bullet point marker If they are there, your system has the capability to print to PDF.
bullet point marker If they are not, most likely you only have the Acrobat Reader (which is a free download), that allows you to only read a PDF file. If this the case, you will need to purchase ($$) the Writer/Distiller.

How do I create a PDF file?
Answer: When Adobe Acrobat is installed, it will create the PDF Writer. You choose this as your "printer" and print the file as usual. The PDF Writer will query you for a file name and then write the PDF file with the name and directory that you provide it.

Some software such as WordPerfect and Microsoft Word both have PDF Writers built into the application so you may not need to purchase Adobe Acrobat separately.

Petition Software

What Window's based Petition Software is available?

How do I create a creditor matrix text (.txt) file?
Answer: Most petition software does this automatically - you should contact your vendor for assistance. You may also use any word processor to enter the name and address information in the proper format and save it as a text (.txt) file.

TopForm                          

I get multiple screens asking for the PDF file name in TopForm, why?
Answer: TopForm puts out each schedule as a separate file when you ask it to 'print' the PDF file. You will need to name these files separately (e.g. debtorname1, debtorname2, etc.)

Once you have all the PDF files either:
bullet point marker Insert PDF Pages to an existing pdf file.
bullet point marker Attach additional PDF files (in ECF) while opening a Bankruptcy Case.

Answer: To create the text file, follow in the steps below:

How do I create a creditor matrix text (.txt) file using my word processor?
Answer: You may use any word processor to enter the name and address information in the proper format and then save it as a text (.txt) file. WordPerfect 8 was used for this example.

Credit Card

I want to process my credit card transaction, but don't have anything else to docket - how do I get to the credit card screen?
Answer: In ECF:
bullet point marker Click on "Reports" from the main menu.
bullet point marker Click on "Credit Card Payment" hyperlink.
bullet point marker Enter all appropriate information.

I am getting an error when I try to enter my credit card information.
Answer: Make sure you have the 128 bit encryption version for your browser.

When I enter my credit card information, I get an error that the icc.uscourts.gov site is not found?
Answer: This error means that the Treasury server is down momentarily, try to enter the credit card information again. If you still get the error, please notify the Court.
